Advancing Open Science in the Government of Canada

 

 A presentation by the Office of the Chief Science Advisor of Canada and Environment and Climate Change Canada.

Open Science is an important component of Open Government. A number of Government of Canada departments and agencies conduct scientific activities to deliver on their mandate. A greater number use scientific data and information as part of their activities and to inform their decisions. Whether that is approving vaccines, monitoring climate change, or assessing the potential impact of a new development project, science is conducted and used in the federal Government for the benefit of Canadians in support of our democratic processes and institutions. As such, there is an expectation for federal science in particular to be open to all, serving as a catalyst for good governance, democracy, trust, and inclusive growth. 

Under the leadership of Canada’s Chief Science Advisor, a Roadmap for Open Science was published in February 2020, which provides overarching principles and recommendations to guide Open Science activities in Canada. The Roadmap includes ten recommendations that are intended for science and research funded by federal government departments and agencies. In particular, recommendation three of the Roadmap encourages departments and agencies to develop and implement their respective Open Science Action Plan.

In response to recommendation three, Environment and Climate Change Canada (ECCC) developed its own Open Science Action Plan 2021-2026. The Department has long been a leader in Open Science within the Government of Canada. ECCC plays a leadership role in interdepartmental and intergovernmental work on Open Science and has a long history of advancing Open Science practices including open weather, climate and hydrological data. The ECCC Open Science Action Plan 2021-2026 reflects the framework of the Open Science Life Cycle (i.e., Ideation, Data Collection & Analysis, Publication and Knowledge Mobilization) with goal-oriented measures. The actions put forward in the Action Plan enable ECCC to move towards the objectives set by the Roadmap in terms of Open Access and FAIR (Findable, Accessible, Interoperable, Reusable) data principles. They will also aid the development of Open Ideation and Knowledge Mobilization practices within the Department.
